It not the State Department that protect the congressmen and women its the US Capitol Police who provide the protection. The State Department protect foreign dignitaries and us embassies.

To a point I would agree. The law is nothing more than a set of rules that people agree to abide as the standards of society. It states what is morally wrong and reprehensible as the society states. It outlines punishments, trials, equality, fairness, etc., etc. I would also agree that the establishment of more laws does indeed begin to affect personal freedoms. How free is free? How far do we go before we become to restrictive? Once again, society as a whole and with their vote decides this. Vigilantiism on the other hand is ignoring the the prescribed legal method of dealing with someone who breaks the values society holds so dear. Basically mob rule takes over and becomes the law without benefit of trial and arrest. Society in our country frowns upon this, though it is rare to hear of a lynch mob being punished. So basically, the law is what the people say it is and what they are willing to stand for. If the people become fearful and cowed by those in power then they live in tyranny. It is the right of the people to throw off the yoke of tyranny. So to answer your question, the law is supposed to go only as far as "we the people" allow it. When the law becomes mightier than "we the people," then it is up to us to put back in it's rightful place. That is why there is a 2nd Amendment in the Constitution that says what it says. So if the law fails to protect, and in the area I live in there's a damn good chance of that, then yes, I will defend my family and friends. The law and even freedom to a point, is nothing more than a set of principals. As long as the people believe in them, then they have merit. When the people fail to believe in the law, then the law has failed the people and those who write the laws need to find out why.

The US capitol police patrols the grounds of the capitol and protects employees, including congressmen, and visitors.

Congressmen, with the exception of the party leaders, do not have round-the-clock protection like the president and VP do.

State Department normally protects them, but they do not protect their family as much as the Congressman.
