You can make one attached to a paragraph as a border, if that's what you mean, this way:
In versions of Word prior to Word 2007 (Vista):
1. Click the paragraph above or below where you want the line.
2. Click the Format->Borders and Shading menu item.
3. Use the Style, Width and Color list boxes to design the line you want.
4. In the Preview diagram, click the button for the type of border you want.
5. Click OK.
In Word 2007:
1. Click in the paragraph.
2. Click the Home tab on the Ribbon.
3. In the Paragraph group, under the ¶ button is a selector for border types. Click it and select Borders and Shading.
4. Continue as in Step 3, above.
