Does a mobile phone charger use the same amount of electricity when charging as it does when not charging?

I have a charger which stays plugged in whether I'm charging or not and wanted to know if It's worth unplugging when not charging.

    Better chargers will not use any significant electricity when not charging. Cheap ones do and it may be worth attaching them to a power strip that you can easily shut off.

    How do you tell? Put your hand on it. If it's warm, then it's wasting electricity.

    It uses a lot less when not charging but still uses electricity, it's called "vampire electricity" LCD t.v.s can cost up to a 150 bucks a year on vampire electricity, that's why I unplug most of my appliances once I'm done :)

    No, it barely use any power when the phone's not plugged in. What does unplugging it cost you anyway? I would do it,cuz it can cost you a fire ;)
