how did he freeze only one of my surveillance cameras?

i work for a fuel distribution company and one of our fueling stations is being robbed almost nightly by a techno savvy individual. the video shows him going to the card reader inserting his card and then the camera above the reader freezes while the others located around the perimeter continue to record. what device could he be using and can i retrieve the video or prevent this from happening again? the police will not intervene until i provide them with good footage and he comes 3-4 times a week costing us thousands. help me

Update:

the surveillance system is hardwired and was set as a result of his thefts so the company has checked the system. the camera has never frozen on anyone else. he has a small cell phone like device in his hands which freezes the camera so that we cannot see him insert the drivers card and activate the pumps. the other camera's in system still continue to run only none provide an appropriate angle.

    Is the camera computer accessible? He could have a friend who's hacked into your wireless and has accessed the network. Have somebody take a look at your router logs.

    You can't just freeze a camera with a card.

    Edit: I've never heard of such a device; of course it's going to be emitting some sort of interference, but it's odd since it's hardwired. If you find out what it is, post it here, because I'm quite interested in the answer.

    You need to contact the company that provides/services your cameras and have one of their technicians inspect your system.

    are these networked cameras ? hardwired ?...wireless ?...or are they regular CCTV connected via BNC Cables ?

    need more information.
