That happens to me sometimes. I have found that, if I "forward" the email, I will be able to access the picture in the forwarding view.
Just right click on the picture and either open it, or save it to "My documents"
This is happening as a protection to you, btw, and you can welcome the action.
Of course, you always want to know who the picture is coming from, and, if you are not expecting a picture from that person, before you open it, ask them if they sent it, so that you can make sure it is not a virus and/or does not contain a virus.
