Yes, its safe. Apparently green or sprouting potatoes contain some chemical that can be toxic...but soft potatoes are ok in soup.

soft potatoes as in limp but not soft as in mushy, right? Limp is okay, that just means they have lost some of the moisture that is naturally in them. No worries. Mushy ones stink so you would not have any thoughts of using them.
Slice one of the limp ones and drop into cold wtaer, bet it crisps right up, same as limp carrot or celery.
