Yes, because it takes 7 years of college to earn a JD and 8-12 years of college to earn a PhD. A JD or MD are professional degrees, not true doctorates - they didn't have to do original research to get that degree.
'Doctor' is the Latin word for 'master teacher' - it refers to the doctorate we give in everything from English to physics. It was extended to the law and medical professions fairly recently as a professional courtesy, and has been usurped since.

A law degree is considered a doctorate degree.
Do you mean a medical degree? If so then yes, it is more "prestigious" because people generally like doctors more than lawyers.

Yes, although you can do a doctorate in law too.
