If you mean pull it like Silly Putty then it's simple:
In the top menu go to Filter>Liquify. Then you can push, pull, smudge, pucker and bloat all night long!

what do you mean by pull apart? like do you wana distort the persons face?
you need to select your area copy that as another layer, erase that same area on your background image. right click>free transform>distort,skew or whatever
