Are keyboard shortcuts in Word now limited for Vista users?

In MS Word, when you want to insert a symbol into your document (i.e. a fraction or accented letter) you can do so from a drop down menu. In the box that comes up, keyboard shortcuts are provided, usually Alt+numbers. The shortcuts are usable in other programs if you know what they are, however, it seems that the use of these keyboard shortcuts is no longer available in Windows Vista. Is there a way to change this?

Update:

Thanks for your answer The Phlebob, but I'm wanting to use the shortcut keys in non-Microsoft Office programs, which isn't working.

    Try this in MS Word:

    1. Click the Insert tab on the Ribbon.

    2. In the Symbols group (far right), click the Symbol button.

    3. Click More Symbols.

There's a reasonable facsimile of the Insert Symbols dialog box from earlier versions of Word, with the Shortcut button. I suspect the same is true of the other Microsoft Office programs (Excel, Access, ...).

Implementation of this function is completely dependent on the application's developers.

    Hope that helps.
