how do i get some kind of funding or something to get my driving licence for free i already have my provisinal i am 21 and live in liverpool uk

From what I've read, the unemployed, lone parents or the disabled in LIverpool can receive free driving lessons.
Your best bet is to contact your local Jobcentre for more information.

If you happen to fall into any of the qualifying circumstances, you're entitled because the democratically elected United Kingdom New Labour government has decided to adopt that policy.
Anyone objecting to helping disadvantaged people should complain to their member of parliament, and not make derogatory remarks to a meber of our community making a perfectly reasonable request for information of whose circumstances nothing is known about.
If you happen to be a disabled person and receiving a mobility allowance you may also qualify for a brand-new vehicle of your choice replaced every three years

I'd like to add, that I am very pleased to help the disabled, the lone parents and the unemployed .. and if I was ever given the opportunity to increase the higher level of income tax to 90%, so I could help the disadvantaged more, i'd be the first to vote for it.

The only way really is to pay 100 pounds and take the driving test then you'll get the lisence.
To get funding there are many ways, the best way would obviously be to get a job, you should be able to save up 100 pounds within a week or so but that's if you already have a car to practise in.
You could also sell stuff on ebay for money.
I mean if you don't have the money for a lisence how will you afford to keep a car.
You could also make a fake lisence although that would be totally useless considering police check them anyway, you might as well drive without one if the only one you have is fake.

Hi, No there is no subsidies for a driving license, you will have to pay for it.
