What does "PB1" mean when it comes to payscale / paygrade? The numbers don't make sense to me?
I google it and it comes up with numbers like this: PB-1 (Rs.4860/- -20200/-)
What does that translate to? Any help is appreciated!

In the US "PB" refers to "Pay Band". It's the salary range that a company has decided to pay for a particular job. It includes your starting salary and increases up to the maximum of that range. I'm thinking that perhaps this similar with you in India and the the Pay Ban of job you're looking is between Rs.4860/- -20200/-
