In Word 2007, how do I lock the header and footer?

I am looking for a way to lock the header and footer in a template so no one can edit it, remove it, or anything.

    If you have a section break at the very beginning of your document and one at the very end. Then protect your document for 'Forms'. Tick to lock Section 1 and 3 (these are the areas before and after the section breaks - so the area between the section breaks [Section 2] will be fully editable). The header and footer will then be locked as well.

    Word doesn't seem to support partial locking like that.
