    Cheap has several meanings. In can be used to mean 'less expensive, or costing less' but also has been tagged with the meaning 'of lesser quality or poorly done'. Sometime's it's hard to tell the difference, even in context, so there is quite a bit of room for mistaking the meaning of the word.
