There are no laws that require an employer to pay more for hours worked on holidays, weekends, or nights. An hour worked is an hour worked, and the only laws about increasing pay are those concerning overtime, after 40 hours have been worked in the week already.
Some employers offer a bonus of some kind for working on a holiday, but nothing requires them to do so. Unless you have a contract that specifies extra pay, don't expect any.

No. It depends on what the employer chooses and what the state regulations direct the employer to do.
