In my opinion they have been playing reruns almost all season. How many times are we going to see Serena and Dan break up and get back together. Returning to your question they have been playing reruns because of the digital transition they will probably start playing new ones around march.

It has been playing reruns because of the digital transition that was suppose to occur, but now they have postponed it. If they would have continued with new episodes then many of the shows viewers without dtv would not be able to see these episodes.
