How do I house train my puppy?

I have a 9 week old Jack Russell puppy. At the moment, I constantly watch him, and as soon as he starts circling I know he needs a wee. However, when I take him outside nothing happens (no matter how long I wait), and within a minute of returning inside he wees.

I have put the weed on newspaper outside and taken him there when he needs to go in case the smell would encourage him but no luck.

I have even tried taking him outside mid flow, but he stopped and waited till we were back inside before finishing.

He seems to have decent bladder control, because he can last all night, and when he does wee there is a lot for such a small pup! It seems to be that he thinks inside is the right place to go, so how do I let him know that it isn't? Preferably without resorting to punishment!

Update:

We had a breakthough yesterday, I kept him outside when I knew he needed a wee, he went frantic trying to get inside to wee on the newspapers but eventually had no choice but to go outside. Obviously I praised him and gave him a treat, and since then he has only had one accident indoors, so I think the problem was he thought the newspapers were the right place to go.

    Aww I have a jack russel too all I did was keep persisting every time you know he needs a wee keep taking him outside and wait for as long as you can it does take time and when you crack it he may still have the odd accident. But you will get there in the end I promise its just a matter of patience Good Luck X

    try a pee post

    you put them in the ground in your garden and it encorages them to go there... works better for boys than girls. thats what my friend did with her lab puppy

    you just have to stay out there with him until he goes and yes this could take a while but when he does go give him a treat and lots of fuss if you do that every time he will associated going outside with good things.

    for night time get some puppy training pads and place them next to the door or in his crate they attract the dog to go there and save on cleaning the floor.

    also if he is peeing inside get a good pet srpay designed to get rid of the scent of the wee coz the dogs can still smell it and will keep doing it.

    I have a jack russell I never told him off when he messed in the house I just picked him up each time he had an accident and put him straight outside and reward good behaviour,I am so glad you have not mentioned crate training as this is punishment locking them away good luck

    Your dog, aside from needing proper housetraining is probably 'marking' your place. Most often, marking is an instinctual behavior.our dog uses this tactic to say, "This is my turf." The trigger can be anything from the arrival of a baby to the acquisition of a new vacuum cleaner. Sometimes, simply noticing a squirrel zip through the backyard is enough to prompt marking behavior. While excitement or fear can also stimulate your dog to deliberately urinate, the most common explanation is that he's just identifying his territory.

    put papers down and when he wees on it dont change the the paper keep the smell on it and watch him ready then left him and put him on it then when he gets the hang of it try out side
