RFID technology is much more complicated than you think, it is not easy to obtain all the personal information as you think.
First of all, there are different frequency band that the RFID chips will respond to. For very sensitive information such as the chip in your passport, they are low frequency passive chips. That means the readers have to be in very close distance in order to read the info on the chip. Therefore, if someone wants to "steal" your passport info he got to get very close to you first.
Second, the air protocol is encrypted for sensitive information. Although one could argue that it is breakable, but like internet banking and everything else in this world, there is no guarantee. We have to weight the benefits we got from the new technology against the potential problem.
Thirdly, most RFID contains only a bunch of IDs but not the real info. The real data is stored on the server. If the person who "steal" the ID do not have access to the server database, the ID is a bunch of meaningless number.
Finally, to active more actively, you can shield any RFID cards or tags or chips easily with a thin piece of metal pouch to prevent unauthorized access to your info.

Afraid of it?
No; it's easy enough to block the signal from an RFID chip.
Frankly, I'm more afraid of the mentality of a government that feels it's (a) necessary and (b) acceptable to 'track' it's citizens in this way.

Honestly... I think it's a good idea, to an extent. Imagine you get hit by a car in the middle of the night and the driver speeds away. Some one finds you, brings you to the hospital. But they don't know who you are.
Some people are highly allergic to some medications. Lets say you were.. Well, they could read that chip, and it would give them your identity (so they could contact your next of kin), and let them know what you were allergic to, which could save your life.
As a form of tracking? No.. I don't agree with that. But it would be a great way of storing medical information on some one.
