My sister is having your wages garnished and she is not able to pay for living expenses. Is there a way that she could have the garnishment overturned?

Garnishments are the result of a court order. Once the creditor got the judgment against her the court would have requested financial information from her before ordering a garnishment.
If she ignored that order, the court would have entered a garnishment order at the maximum amount allowed by law. Getting that changed after ignoring previous court orders is difficult. She would generally have to prove that she never received proper notice of the court case against her.
If she complied with the court's order for financial disclosure then that was taken into consideration when the garnishment order was issued and she'd have to appeal the order to have it reduced.
In either case she probably needs to consult with an attorney.
