I have a Pomeranian, and I want to train him off leash training, so he won't run away, also how do I stop him from barking without using a bark collar.

I have 2 pomeranians.
To train off leash, first you must train on leash. Only when your dog is perfect on a loose leash can you start to go off leash. A good obedience class can help you. Hint, Poms do better with "positive reinforcement training" than with correction training. You have to find out what motivates him (food, toys ect) than use that.
As for the barking, you have to make not barking, more interesting than barking. How I do it, is if the dog is barking, I call them to me and have them start to do tricks, obedience behaviors ect. anything to get their minds off of what they were barking about, then, treat them for doing the behavior.
Poms are super smart and can learn anything that a big dog can learn.
My one pom had 5 titles in Rally, obedience & Agility before the age of 18 months.

My pom barked quite a lot when I got him. Dogs bark for several reasons. The annoying type barking where they won't stop is usually because they want attention or want you to come see something. With mine every time he barked I turned my back to him and ignored him. I did this every single time and never gave in. Guess what. Now he hardly barks at all. Whats the good of barking if you don't get the response you want.
Don't tell your dog to be quite or anything. Just completely ignore him. After a while he will give up.
As for off leash training. I took mine to obedience classes and I think they are best for that.
