Very occasionally you might find them around the perth foreshore, but rarely (if ever) up as far as Belmont.
If you are specifically looking for dolphins, try Mandurah. There are a couple of pods (20+ dolphins) that frequent the northern end of the Peel inlet (near the Atrium Hotel).
Hope this helps.

Ive never known them to go that far up, maybe around the Como area in the river
i live in Mandurah and they regularly follow the boats up the estuary
a good time used to be about 5pm in front of the Jetty fish and chip shop. also you can go to Bunbury and to the Dolphin place there and swim with them

Very small spinner baits, soft plastics are also good as artificial goes. Worden's rooster tail is a good choice The best all around bait is earthworms or small pieces of night crawlers. They will eat 'em up!!!

We caught one while fishing from the barrack street jetty, it was a baby it still tasted good barbecued, I'd suggest a red wine to go with baby dolphin, we tried a white but it clashed.

I saw a few in the river on Sunday, but I can't recall ever seeing any up-river of the Causeway.
