A large crane and a conventional tractor trailer may be the best solution. Ask other boat owners nearby what they use.

Believe it or not, there is equipment that has been designed to do that very thing, but because conditions vary, along with weight and size of the boat, it proved impractical, and very expensive. It was a self-propelled, balloon tired carriage, with a travel lift style carriage, that was designed to unstack and recover boats after a hurricane. It turned out a relatively large crane was both quicker and easier to use, plus they had other everyday uses. And cranes mounted on a barge, could handle a lot of the recovery's. But as you can imagine it's expensive.
