Why would The Obama Administration make such a grave decision to implement an unethical stimulas package?

I'd say for the exact same reason that Bush implemented the unethical Tarp program (that both Obama and McCain supported). America is addicted to credit.

Actually, they have run computer models of the economy with various spending plans, and have probably picked the one that is the most effective and yet still politically viable.

I am guessing that there were more effective stimulus options possible, but the Republicans would have fought even harder to strip them out.

Obama and his cabinet know that the tax refunds and tax cuts are a very inefficient way of growing the economy in these hard times - they are an inefficient use of federal funds, but that's what the Republicans demand.

It is a conspiracy that will in some OPENLY VISIBLE way strengthen the agenda of the socialist advancement

It never was a "stimulus" package. It is and always will be a method by which President Obama funded his self-indulgent dreams. His voter base fell for it hook, line and sinker, and some Republican will have to resign in shame when it falls flat on its face.
