Yes, 'the copper's right'. Any police officer can join whether they are black, any other ethnic group or white, they make this clear on the website, it is for anyone in the police who wants to oppose racism.

If it is a private organization then I doubt it. If it was a city or state sponsored one then you can probably force the issue. Form a white officer federation and watch how fast people get ticked off at you.

Yes they can - it isn't legal for them to refuse membership on grounds of race.
For similar reasons, the BNP cannot refuse membership to any black people or other ethnic minorities who, for some bizarre reason, might want to join the party.
