Who controls university costs?

Hi, I'm trying to figure out just exactly who controls the tuition fees and such of university... and where that money goes. The government? The university? Any help would be appreciated.

    The university is directly responsible for tuition fees. However, the state can affect them indirectly through budget cuts. If the state gives a school less money, then the school might need to raise tuition to stay functional.

    state universities id expect some goes to the institution and some goes to the state. also, the university probably pays other forms of taxes.

    as for private institutions, i expect most of the money is put back into the school, funding payroll etc and taxes as well
