Windows XP toolbar missing?

The toolbar is completely missing. There is a blank space at the bottom of the screen where it should be. How do I get it back? It is definitely not at the top or left or right side. I can move the mouse below the blank space, but am unable to bring the toolbar back up. If I forget and minimize an application, the application is gone and I can't get it back. (Alt + Tab does not work bring it back up. I also cannot get taskmanager to come up.)

Update:

the "Auto-hide the task bar" option is already un-checked. Any other suggestions???

    Try this:

    "Start" (can be opened with the Start key on keypad, found between Ctrl and Alt) >

    "Control Panel" >

    "Appearance and customisation" >

    "Task bar and start menu" >

    If it's there, un check the "Auto-hide the task bar" option.

    When people come into our shop and drop off their PC for repair, the first thing we do is run an initial diagnostic. For this function, I use Reimage exclusively. In many cases, I am able to diagnose very quickly what is making their computer run slow, or is giving them the crashes/freezes/errors/grief that brought them to me in the first place. After the diagnostic, in a majority of cases, Reimage is able to remedy All problems and replace any corrupted Windows files. I then proceed to charge a handsome fee for my services that took me all but 30-60 minutes to complete. Obviously sometimes I must work more, but often this is all it takes. It is a very powerful tool that would likely put me and others in my industry out of business if more people knew of it. So don't tell anyone lol, and Good Luck with your PC.

    Try going up to view (by file, edit) and click it and see if it says anything about toolbars.. hope i helped!!

    Virus! Re-install windows. Back-up your My Documents. You should do just fine.

    With your mouse grab the bottom of the screen and pull up while keeping the left button pressed.
