Muslims: If a man accepts your dowery back does that mean he has accepted Khul?

Does this sound right? Sheikh will not grant my Islamic divorce until it is processed through the US court. I have ample evidence for harm divorce but also gave my dowery back. I did not want any misunderstanding about my intentions. Husband won't meet with Sheikh. Sheikh won't approve the divorce based on the cancelled check which clearly states "Divorce Property Settlement". Do I need the Sheikhs approval for the Islamic divorce if the husband has agreed but won't see the Sheikh due to embarassment?

    the main base in the Islamic marriage is the Publicity

    the Sheikh in ur situation is just to prove ur divorce with legal way

    and it's his job

    he hasn't the right to accept or refuse

    he may advice and it's his maximum authority .

    You shouldn't have had to give your dowry back, thats actually against Islamic beliefs (assuming the two of you have consumated the marriage) God knows your intentions. If you have not lain with him ever, or for the past 90 days, and made your intentions clear, you're divorced in the eyes of God.
