How is the term "critical failure" defined?

Where can I find a clear, precise definition of the term "critical failure" as it applies to an engineering disaster such as a plane crash or bridge collapse?

    A critical failure means that the failure of that component or system has the potential, in human terms, to cause severe injury. Catastrophic failure being the most severe type with loss of life. In a machinery sense, a critical failure means that failure of that component could severely damage the system rendering it non-functional and requiring extensive time and money to repair.
