NO!

You need to wait until your birds are at LEAST 12 months old. 18 months would be better. Breeding birds when they are too young can lead to a huge list of problems.

Some being--- the female won't be fully developed and therefore have a hard time passing the eggs. She won't be in optimal health either that young. You need to PLAN for a breeding and make sure the birds are on a healthy, high quality diet. Birds on an all seed diet tend to have lower success rates in raising clutches in both quantity and quality.

A male that's too young won't be producing quality sperm yet either.

It's also very common that young birds don't know or want to take care of a clutch either. So unless you're ready to hand feed breeding should wait (actually unless you're prepared and know how to properly hand feed, breeding should be put on hold indefinitely).

Your budgies must have had time to grow. The birds are still growing. Take out the nestbox NOW and wait until they are 12 months old.
