My PC Can't write to thumb drives - others can... why?

I've been pulling my hair out over this issue.

My work PC will not write to or format thumb drives. I can format a new thumb drive from a neighboring PC and put it into my computer. When I do, everything looks right. And it APPEARS to let me copy a file to it. But once I remove the drive and put it back in, the file(s) are gone!

Does anyone know where I can start to look for a solution to this?

Update:

It is a Dell Lattitude 830 running Windows XP SP3 2 GB memory and 120GB Hard drive

    What OS? Windows XP before SP2 was limited with respect to USB devices.
