The simplest way to divorce is to make it an uncontested one. Uncontested divorces do not need lawyers, you can do them yourself. Not only does that make it a bit easier, but also cheaper.
Since its been so long, if she doesn't know where he is she would file for a missing spouse divorce.

I think she still needs a lawyer for the paper works, but it will be very cheap as there is no dispute.
