You could probably use Audacity. With Audacity you can import mp3, wav, ogg and other file types. I think there are add-ons available to expand the types of files you can import.

You can then set the quality of the mp3 output in the program preference then export it.

Mp3 files are already compressed.

Audio information is discarded to enable the smaller file size.

Any further compression of an mp3 file could seriously compromise the sound quality.

A compression ratio of 128 kbps is accepted as a good compromise between file size and quality. The higher the better.

A wav file has the best quality but is much larger and hence the reason for converting but converting an mp3 back to this will not improve the quality. The audio information is gone and can't be put back.
