What does the number on my quaker's leg band mean?

I got a quaker parrot a little over a year ago because the owner was moving out of the country. All he told me was that it was a boy and he was 6 months old. He has a close band on his leg and I've been trying to figure out what it means:
TWEAZ07 04

I live in Arizona so I'm pretty confident the AZ07 = Arizona 07 the year he was born (the Az is sideways as opposed to the TWE).

I don't know what the TWE or the 04 mean.

Does the 04 mean he was the 4th born or something?

Yes, the AZ is Arizona and the 07 is the year.

The TWE probably identifies the breeder.  What the 04 means is entirely up to the breeder, but likely does mean it was the 4th bird they banded that year.  But it's all pretty iffy - they could have banded only 3 birds in 2007 and used band 07 04 for the first bird in 2008.

I think the 04 does mean he was the 4th born. I have no clue about the TWE though. Maybe the place he was raised?
