I work in Texas. If an employee is drivng his personal vehicle for business use and gets a ticket, is our company liable for paying (him) back?

Not law; policy.
Most companies see that idea as making them liable if something happens while the person is behind the wheel.
Driver breaks the law; not the vehicle, not the company.
