It could be a couple of things - bad keyboard, ctrl key locked down (look at the keys - I had a Windows key locked down last night - drove me nuts for a minute). I doesn't seem to be sticky keys, or something out of sync - not if you reinstalled Windows.
Can you fix the built-in keyboard? That depends on what's wrong with it. If it's a shorted key, probably not - they're sealed. If you dripped coffee of soda or something on it, maybe. first do a visual inspection of the keys - if a spring failed, a key could be stuck down. then try an external keyboard (borrow one) to see if it's the keyboard or something else. It would be a shame to mess up the keyboard only to find out that the problem was somewhere else.

OMG!! You completely reinstalled windows?
Here's some suggestions:
-Try pressing both left and right ctrl keys at the same time and see if that releases it.
-Go to Start / Settings / Control Panel / Accessibility Options /
Keyboard Options.
Turn off CTRL lock if it's on.
If that solves it and to avoid future problems, press "Settings"
Turn off "Press modifier key twice to lock".
That's all I can think of?
Hope that helps!
