Impossible to say without specifics.
In general true though.
The computer turns on, uses saved settings in the BIOS, performs a Power On Self Test (POST), then goes to the primary boot device.

In general, true. Specifically it's different for all computers. (A given computer boots differently to Windows than it does to Linux.)
