In pre-revolutionary France, (that's pre 1789) society was classified into "estates of the realm".
The "First Estate" was the bureaucracy and the clergy.
Second Estate was the nobility.
Third Estate was everyone else.

fourth esatate means a "fourth part of government"
there is the president(executive)
the grand jury(judicial)
the congress(the house of representatives and the senate)(legislative)
the media(journalism) is supposed to be a fourth check and balance against those three that alerts the people to corruption and everything that the other three are doign
however, modern mainstream media is not doing that job
so then the "fifth estate" would be the people who should throw out all the corrupt politicans and restore the media to what it is supposed to be doing
the term estate comes from pre-revolutionary france
