Check with the pet stores in your area [there should be several in a city that size] and see if they can order 1 for you. Believe it or not, they do have these for sale. And there are more than 1 kind that are available. http://www.seahorse-nw.com/Mantis_Shrimp.html
There's also a marine aquarium society http://www.pmasi.org/ and a fish club http://www.gpasi.org/ in that area, if you contact them, maybe 1 of the members will have them, or know of a source.
If you get 1, keep them in an acrylic tank and protect your heater. They can break glass. Here is a website about their care. http://www.blueboard.com/mantis/

I once had a Mantis shrimp in my tank, I found the easiest way to get it out was to find the rock it was hiding in and just lift it out. Had to move a few rocks and then replace them but found it quicker and easier than setting traps.

I go to this pet store a lot (I'm in pa, closer to philly) it's HUGE and is worth the trip. also, they ship out aquarium livestock so you can order online. they're out of stock right now, but you can try calling to see when they'll get more in, probably soon.
