Yes, it means you can use the lighter as a plug. You can either use it to charge the battery, or power the device.
I have a portable DVD player that I use in the car just like this.

No such thing for that price. Even Walmart's are about $100. On sale at Circuit City maybe $75.

yup. it plugs right in and you can watch movies for as long as you want. i have one and its awesome.
