Why would a company interview if they are not hiring?

I had a phone interview for a job position I found. They said they'd call me back if they want an in-person interview. They did call me back and I scheduled an in-person interview. However they said that they have to tell me that they aren't hiring at this time even though they are interviewing. It is a supermarket. Why are they interviewing if they aren't hiring?? I understand a preliminary screener like the phone interview just to weed out candidates and keep others on file but why interview in-person if not hiring??

Just to clarify that I have not had the in-person interview yet.

    Turnover rates at supermarket jobs are really high and they want to have a list that they can start calling when they do need someone. If they interview 10 people when they aren't hiring, and then start calling when they do need someone, they might have 3 people still looking for a job, but are already qualified via the interview such as they gave you.

    The first person said just what I was thinking, very likely a high turnover rate. Someone I know had the same complaint about another company not along ago.

    I dislike that that junk is such a waste of time and gets your hopes up for nothing. : (
