In FEAR 1, why Alma doesn't kill Jen and the other operative?

I'm trying to understand the story in the first FEAR game

Alma loves killing the good guys soldiers, but there is one scene where Jen comes out of the elevator and investigate the area. If you look at the upper level with your flashlight on, you can see little Alma is standing there in the dark.

In another part, when Alma appears in the elevator with Alice Wade in it, she didn't kill Alice either. It was the other bad guy who killed Alice

So I was wondering, why Alma doesn't kill these people? She doesn't seems to be on the good side either, killing the good guys soldiers.

    Technically, it was Alma that killed Alice Wade, since Paxton Fettel (the guy that physically killed Alice) was controlled by Alma.

    Why Jin was never killed by Alma isn't made clear in FEAR 1. FEAR Extraction Point hints at a reason (she says "I am not Alice Wade." when asked how she survived a certain scene, which makes clear she's a lot tougher). But in the end not tough enough... :(

    Btw, I don't think Alma loves killing "the good guys", since from her point of view everybody is out to get her (the ATC guys, the FEAR team, her father). Possibly the most puzzling thing is her killing Alice Wade -- since she was (technically) her sister and never posed a threat.
