Throttle can be a verb which means constrict, strangle, choke etc, or a noun meaning a mechanical device which will cause a fluid flow (liquid or gaseous) to be restricted. RPM is a ratio of angular displacement against time. In the context of an engine, adjusting the throttle to admit more fuel, air-fuel mixture or if appropriate steam will result in an increase of RPM assuming that the load on the engine does not alter and vice-versa.

On a carb the choke restricts the intake of air above the fuel jets causing the vacuum generated in the engine to suck fuel directly into the intake enriching the mixture for cold starts. A throttle is a blade system below the fuel jets which restricts the intake of both fuel and air into the engine thus regulating the production of power and therfore speed can be regulated. Old vehicles had a throttle operable by the foot and also one which could be set at a variable amount sort of like a cruise control. Very common on tractors and lawn mowers but very dangerous on motor vehicles. ARE YOU SURE YOU ARE NOT STRANGLING?

the choke is to choke the engine to get it started and the throttle is what you push to go.
