If you went to the VA for a Service connected injury, the VA pays for it. If you go to the VA for non service connected illness or injury, they wanted the private insurance to pay for that part of the visit if you are fortunate enough to also have private insurance. It was a way for the VA funding to be more fair and still get some revenue from the private insurers.

You are not jacking up anyones rates. The VA is doing what is supposed to do. collect from private insurance when it is available. Just like normal coordination of benefits.
