Which organ receives the least blood flow?

I am trying to look at what organ or regions of what organ would be the most susceptible to a drug that would induce angiogenesis. In order to do this I would need to look at the organ that receives the least blood flow, does anyone know which organ or what region of what organ this would be?

    I'm not saying that this receives the LEAST blood flow, but I know that cartilage has very little blood flow. This is especially an issue with the ears, which are mostly cartilage, as well as with connective tissue like tendons.

    It's not really an organ... but I know the sinuses have little blood flow which makes it difficult to treat a sinus infection with antibiotics sometimes.. The eyes themselves, I think... because I do know that you can perform a transplant of the cornea with no risk of rejection because there is little or no blood flow... I think... but you better double check!
