These hucksters have had my money for over a year and are dragging their little bureaucratic feet when it comes time to give me back my cash. If I owed them, they'd garnish my wages by now.

I agree, it is a one-way street.
When I owed taxes a few years back, I got the notice to pay from the Franchise Tax Board on April 18th (3 days after I filed) and there wasn't any options for making payments, just a demand to pay everything in full in 15 days.
Funny how the system works.
