What is the best way to fix a patio built incorrectly?

The previous owners of my townhouse put down paving stones to make a larger patio. Instead of placing them close together and filling the seams with sand (like most patios), they placed the stones 2-3 inches apart and poured cement or concrete in the gaps. Now the cement has settled and is cracking away from the stones and chipping away in places. Would it be better to rip it all up and start over or can I just replace the cement? I'm guessing i need to start over :(

yep yep start over . It will crack more if u fix the old . Doing it your self ? nowadays materials are less and labor is more and you can do what u wish. For pavers , put down a base ( decomposed Granite ) rent a packer ( easy to use) the trick is (to make it look good) is to make it flat. If u do not want flat make the curvature even by screeding with a straight 2 x 4. screed it any way if it is flat. Also u can use sand not the DG and them no need for a viberator .then the brick / pavers run the packer ( vibrator) on top of the pavers . then grout with sand ( put sand on top and sweep off ) ):

your guess is correct. You could just buy a few bags of sand mix and sweep it into the cracks but you will be doing that every few months for the rest of your life.

Sounds like you know the answer already. Unfortunately I think starting over is your best bet.
