Why was the "2nd week" column of my California Unemployment Insurance continued claim form X-ed out?

I'm currently drawing emergency unemployment compensation from the state of California.

When I got my unemployment insurance continued claim form in the mail yesterday, the "2nd week" (March 22-28) column was covered in printed Xs and the instructions said that I was to mail it back on the 22nd (even tho' I didn't receive it until the 24th!).

It hasn't been 13 weeks since I started receiving extended benefits. I haven't exhausted my maximum extended benefits amount. I am unable to file a valid new regular claim in any state. And, federally extended benefits don't expire for months yet. What other reason could there be?

Update:

Anyone who has tried to call the California Unemployment Office in the past year knows that it is practically impossible to get thru. This question really isn't worth the aggravation of calling every five minutes for two days, but I'm still curious.
