How can I get the homeowner next door to me to properly drain his sump pump?
I contacted the city regarding proper drainage of the sump pump drain hose in our subdivision, and they sent out someone who only inspected my home and said my drainage was fine. My neighbor is renting his home and is never onsite, so I tried asking the tenants to politely move their drain hose from inbetween our 2 homes and point it toward the street like the rest of the subdivision does. Their drain hose is still spewing water between the 2 homes, causing a minor swamp in part of my backyard. Is there anything I could do to report this as a violation? My home is in Illinois.

You definitely need to contact your local health department. Make an issue about it, stop being polite because no one will take you seriously. If he's renting, you may very well have to attempt to get in touch with the owner of the home and inform them of the situation so they can contact him or fix the problem themselves. Or, move the drain yourself, if it's ruining your property then you should have the right to go over there and relocate a hose.

Kink the drain hose so the water stays in his basement. He'll get the idea.
