1. I have a Hp Laptop running xp, vista and windows 7 together...
2. my motherboard gets damaged and
3. im thinking of getting a new system,
a)the question is: by inserting the old Hard disk on the new system, will i get all my os, files, boot config, etc...back,?
b)if no, how will i access them in the new system

You will not be able to use the same operating system.
You can try, but it won't be pretty, I promise
Lot's of people will say oh sure you can, it is just the hard drive, what does the motherboard have to do with the os?
Well it turns out a lot, our drivers need to be specific to our moterboards and try as we might we can't restor an os to the way it was if you try to pull of the old drivers.
Solution?
If you don't mind buying a new boot drive with your mother board, you can re-install the os onto the new drive while keaping the old drive as a non boot accessable drive. (just disable that particular drive in the bios of the new motherboard)
So I would recomend using the new drive method, it is a lot simpler and poses less of a threat for loss of data on your hard drives in the future.

You should get all your files back, but the boot config is on the BIOS, which is on the motherboard, you'll need to configure that on your new mobo.
