I plan to start using Pay Pal so I can have an Ebay account and I just wan t an explanation of what Pay Pal is.

PayPal protect sellers/buyer from frauds. As long you send the item to the buyer and it's the condition you mention than you're fine. If you bought an item off eBay and used to PayPal to pay but the item isn't what it seem or you never received the item, PayPal will give you back your money.
eBay will charge you insertion fee and final selling fee. Final Selling Fee is about 8.75% @ http://pages.ebay.com/help/sell/fees.html , which is not cheap. Including the insertion fee.
PayPal will charge you 3.00% after you receive the money meaning if you receive 1,000 dollar PayPal will charge you 30.00 USD.
So if your item is worth $1,000 and you sold i for $1,000 with all the fee from PayPal and eBay you will be left with $961.51

PayPal is very good. Just learn your way around it before using it.

If you get scammed out of your money somehow, you have to have followed their procedures to get your money back. There's also spam scams purporting to be from PayPal, so learn how to recognize those. It's all in their Help Center info
