The reason for dumping the fish- they exceeded their quota, its in order to preserve the fish stocks of mainly cod in the north sea. These methods will NOT help to increase the volume of cod.
Instead a TOTAL fishing ban would be more effective, instead or releasing dead fish back into the sea.
I do however think that the fishing boats are to blame, clearly they knew how far away they were from exceeding the quota but STILL trawled again-knowing very well that they would exceed the limits.

Yes, this is wanton waste of fish. The fishing resource can not last if this happens regularly. This is also true to other by catches viz., short striped bass, fluke and flounder.
